During the COVID-19 pandemic, it is crucial that Congress act quickly to guarantee health coverage for the millions of Americans who are losing their employer-sponsored health plans, the millions who were already uninsured, and the millions who are insured, but cannot pay their plans' onerous out-of-pocket costs.
The Health Care Emergency Guarantee Act, introduced by Rep. Pramila Jayapal and Sen. Bernie Sanders, addresses these urgent needs by empowering the Medicare program to cover medically necessary care for the uninsured as well as cost sharing for the insured. It stands in stark contrast to the industry-preferred policy of subsidizing COBRA, which would do nothing for the previously uninsured and would provide zero relief from copays and deductibles for recently laid off workers.
